New project on “Reform of the electoral practice in Ukraine”
23 February, Kyiv (9:30-12:00) – The Council of Europe will carry out a new project to improve the integrity, transparency and quality of Ukraine’s electoral process, both nationally and locally. The launching will take place at the Radisson Blu Hotel in Kyiv (22, Yaroslaviv Val Street) and will introduce the goal, strategy and expected results of the project as part of the Council of Europe’s three-yearAction Plan for Ukraine 2015-2017.
National workshop on Roma integration and inclusion
23-24 February, Kyiv – A workshop gathering close to 60 participants, including representatives of community action groups, municipal and regional authorities, and representatives of different ministries, will “join efforts of local authorities to protect the rights and interests of the local community, to improve the integration and inclusion of Roma population at local level”. Carried out as part of the joint EU/CoE programme ROMED the workshop is organised by the Support Team of the Special Representative of the Secretary General for Roma Issues. An important part of the event will be a presentation and debate on the Alliance of Cities and Regions for Roma inclusion, as the municipalities and regions participating in ROMED2 are considering initiating a national Alliance for Roma.

22-24 February, Republic of Moldova – Valentina Leskaj and Ögmundur Jonásson, PACE co-rapporteurs for the monitoring of obligations and commitments by the Republic of Moldova, will make a fact-finding visit to Chisinau.
23 February, Strasbourg – The European Court of Human Rights will notify in writing 14 judgments.
23 February, Strasbourg – The European Court of Human Rights will deliver a Grand Chamberjudgment in the case of Mozer v. the Republic of Moldova and Russia at a public hearing (4:30p.m.).
The case concerns in particular the issues of jurisdiction of Moldovan and Russian governments in relation to a number of alleged violations of the applicant’s rights by the “Moldovan Republic of Transdniestria” (“MRT”), an entity not recognised under international law as a State, as well as the lawfulness of detention orders issued by the courts of that entity.
23 February, Brussels – Maryvonne Blondin, rapporteur of the PACE Committee on Equality and Non-Discrimination, will make a fact-finding visit to the NATO Headquarters, in the context of the preparation of her report on “Guaranteeing equal rights and protecting women against violence in the armed forces”.
23-24 February, Tblisi – In the framework of the Eastern Partnership – joint co-operation programme EU-Council of Europe – the PACE Parliamentary Project Support Division and Legal Affairs Committeewill organise a workshop on parliamentary procedures to implement the standards of the European Convention on Human Rights.
23-25 February, Tbilisi – In the framework of the thematic programme “Strengthening institutional frameworks for local governance”, the Congress of Local and Regional Authorities will organise a workshop “Mayors, leaders for change”. This programme is part of the Programmatic Co-operation Framework for 2015-2017 for Armenia, Azerbaijan, Georgia, Moldova, Ukraine and Belarus.
24 February, Strasbourg (Palais de l’Europe) – Inauguration of an exhibition organised to mark the 20th Anniversary of the accession of the Russian Federation to the Council of Europe.
24 February, Strasbourg – The European Court of Human Rights will hold a Grand Chamber hearing in the case of J.K. and Others v. Sweden (9:15 a.m.).
The case concerns a family’s threatened deportation to Iraq.
24-26 February, Tirana – A delegation of the Congress of Local and Regional Authorities will conduct a fact-finding mission to Albania, in the framework of the post-electoral dialogue provided by the Congress’ Rules and Procedures.
25 February, Strasbourg – The European Court of Human Rights will notify in writing 35 judgments and/or decisions.
25-26 February, Strasbourg – The Commissioner for Human Rights Nils Muižnieks will participate in the Inter-Mechanisms Meeting on human rights defenders.
